Texas Transportation Commission Approves Process for First Interstate Highway in South Texas and Boosts Prospects for Construction of I-69

Austin - Texas Transportation Commissioners today approved Zachry American Infrastructure and ACS Infrastructure’s (ZAI/ACS) proposal for the planning, development, acquisition, design, construction, financing, maintenance, and operation of the Interstate 69 corridor construction project.

By awarding ZAI/ACS a comprehensive development agreement, TxDOT is tapping the vast knowledge and resources of companies that have a proven track record of constructing, managing and operating road systems.

“Today’s I-69 announcement means that South Texas will finally get an interstate quality highway to expedite traffic, job creation and hurricane evacuation. The TxDOT-approved I-69 comprehensive development agreement is a very efficient and cost-effective process for building new roads, without raising taxes,” said Bill Noble, executive director for Texans for Safe Reliable Transportation. “This allows the state to partner with private companies to get much-needed roads built much sooner.”

The CDA process was established and approved in 2003 and refined in 2005 and 2007 Legislative Sessions to give the state more options in securing road funding. Major road projects like SH-130 near Austin have utilized the CDA process, bringing new infrastructure and jobs to Texas. This allows for the improved mobility and safety of thousands of Texans.

“TxDOT will utilize existing roadways for the I-69 project to minimize impacts on homeowners, businesses and communities along the route. Texans deserve to have I-69 built as quickly and cost-effectively as possible and today’s announcement delivers on this promise,” said Noble.
